Coast Guard Still Short on People and Ships Despite $25 Billion Funding Surge

What Happened?

Even after the  U.S. Coast Guard received nearly $25 billion in supplemental funding in fiscal year 2025—the largest investment in its history—major staffing and ship shortages persist, according to a new report from the U.S. Government Accountability Office (GAO).

Despite increased recruitment efforts, the Coast Guard finished 2024 about 2,600 enlisted personnel (roughly 8.5 %) short of its target force.

The Coast Guard is a frontline force in maritime law enforcement, drug interdiction, border security, and search-and-rescue.

With missions expanding and demands rising, shortages mean cutters and crews may be overextended, maintenance backlogs grow, and the service struggles to fully crew and deploy assets when needed.
