Energy ministers from nine North Sea countries — including the United Kingdom, Germany, Netherlands, Belgium, Denmark, France, Ireland, Luxembourg and Norway — are set to sign a joint declaration pledging large-scale cooperation on offshore wind at the upcoming North Sea Summit in Hamburg, Germany.
