What’s Happened?
U.S. authorities are pursuing a Venezuela-linked oil tanker — identified by maritime groups as Bella 1 — in Caribbean waters under a judicial seizure order, but the U.S. Coast Guard currently lacks the specialized forces on hand to board and seize it.
The vessel has refused standard boarding attempts, meaning any forced seizure would require deployment of one of the Coast Guard’s two Maritime Security Response Teams (MSRT) — elite units trained for high-risk boardings, including by helicopter.

The situation highlights a broader resource gap for the Coast Guard as it tries to execute complex law-enforcement actions far from U.S. shores. The service performs unique legal boarding missions that the U.S. Navy cannot substitute for.
